Short answer: Police Chief is free to play and fair early on, but late game leans on spending. Building, codes and events carry a free player a long way. Hero fragments, gear and state fights like Capitol War reward money most. A small, planned spend on queues and passes goes further than random packs.

Police Chief is rated 4.9 from about 41,000 ratings on the App Store. Detailed reviews split two ways: some call the late game pay to win, others call it friendly to free players. Both are right, depending on where you look. Here is our honest take, built on what the game sells and what it gives away.

What Police Chief sells

The App Store lists Standard Packs from $0.99 to $99.99. Inside the game, those prices show up as packs that mix Diamonds with hero fragments, gear materials and speed-ups, plus passes such as the Weekly Benefit Pass and the Intel Monthly Pass.

Standard Pack 1$0.99
Standard Pack 2$1.99
Standard Pack 3$2.99

Store prices differ by country. The list shows the price steps, not what each pack contains, because pack contents change with events.

What you get for free

  • Weekly codes. One official code each week on the Redeem Hub, from Chief's Office level 7. See our codes page.
  • Events. Short themed events, like the Halloween Parade on October 29 and 30, give rewards to everyone who plays them.
  • Building. The precinct, the Chief's Office and research all grow with time. Patience replaces a lot of money here.
  • Web shop sign-in. The official web shop gave a weekly sign-in reward in late October, no purchase needed.

Where money starts to matter

  • Heroes. Season 2 Legendaries sit at the top of community tier lists. Free players get there slower.
  • Gear. The top gear takes far more materials than most players expect. Our Mythic gear guide shows the real cost.
  • State fights. Capitol War and SvS reward the accounts with the deepest troops and the most healing. This is where spending shows most.
  • Speed. A second build queue and VIP 6, which adds another queue, save weeks of waiting.

Two games in one

Police Chief has two halves. The building half, arranging the precinct, managing inmates and running investigations, runs on time and planning. The competitive half, Capitol War, SvS and the state rankings, runs on troops, heroes and gear. If you mainly want to build and play events with friends, spending stays optional for a long time. If you want to win your state, it does not.

Our verdict

Police Chief is pay to win at the very top, like most strategy games of its kind. It is not pay to play. A free player can build a strong precinct, take part in alliance events and matter in a good alliance. A player who spends a little, on the right things, closes most of the gap in daily play. A player who wants to lead a state in Capitol War will need to spend or play a lot.

Free player vs spender: what really changes

AreaFree playerSmall, planned spender
BuildingSlower, one queue for a whileSecond queue early, steady growth
HeroesFive starter heroes, one Legendary over timeOne or two Legendaries built well
GearMid-level gearHigher tiers, still slow at the top
Alliance eventsFull part of the teamHigher personal scores
Capitol War and SvSSupport jobs: scouting, filling ralliesCan lead or anchor rallies

The biggest jump comes from the first few planned purchases, not from the hundredth. That is why a queue and a pass usually beat a big random pack for most players.

How to play well without spending

  1. Push the Chief's Office first, because it opens most systems.
  2. Redeem every weekly code.
  3. Join an active alliance early.
  4. Build one hero line, not many.
  5. Never convert Diamonds into resources.

For spenders and alliance leaders

  • Best first buys. The second build queue, then VIP toward level 6, then passes. Our Diamond guide explains the order.
  • Buy for a target. Pick the hero or event you are buying for before you open the shop.
  • Finish one Legendary. If you lead or anchor rallies, one fully built Season 2 Legendary Guard does more in Capitol War than fragments spread over three heroes.
  • Stock before state fights. Healing and speed-ups bought before Capitol War or SvS carry the whole window. Bought mid-fight, they cover the last hours only.
  • Check gear tiers first. Forge levels were split into tiers in the October 19 update. Price the next tier before you buy materials.
  • Leaders: a mix of free and spending players works. Give free players jobs in alliance events and Capitol War so they stay.
  • Web shop. The official web shop exists and shows a bonus banner. Compare it with App Store packs and choose what fits you.
