Mythic is not a rarity in Police Chief. It is Legendary hero equipment pushed past Enhancement Lvl 100, all the way to 200, through a separate Empower action that spends Legendary gear and Valor Crystals instead of EXP. There are exactly 12 Legendary pieces in the whole game, four slots across three leader lines, and every one of them can eventually carry the Mythic label. Whether it should is a spend decision, not a drop-luck one.
Most guides quote 35 Legendary pieces to max one slot, because that is what the Empower screen shows you. The real number is 50. Forge Levels 11 through 15 quietly eat Legendary gear too, and nobody counts that until the stockpile runs out mid-push.
A piece reads Mythic the instant its Enhancement Level passes 100, at +1, not +100. There is no Mythic item to hunt and no Mythic drop anywhere in the game. Only Legendary gear can make the jump; Epic, Rare, and everything below cap out well short of the Empower gate and can never be pushed further.
Two different buttons walk the same 0-to-200 track. Enhance spends Bulletproof Fibers and fodder gear on the ordinary levels and costs zero Legendary pieces. Empower spends Legendary gear and Valor Crystals on six specific levels, 101, 120, 140, 160, 180, and 200, and costs zero EXP. One consequence catches accounts early: EXP can never cross a milestone. Stockpile Fibers against a wall you cannot break yet, and they simply have nowhere to go.
The +1 step grants no talent at all. It costs two Legendary pieces and Forge Level 10, moves stats about one percent, and its entire product is the word Mythic on the icon plus a permanent lock. Every talent that matters lives at +20 and above.
Milestone 120 (+20) unlocks a Deployment buff worth 20% Attack or Defense, depending on the slot. Milestone 140 (+40) unlocks a Patrol-only buff worth 7.5% hero Health. Milestone 160 (+60) unlocks the mirrored 30% Deployment stat. Milestone 180 (+80) unlocks a Patrol-only 15% Attack or Defense. Milestone 200 (+100) closes the loop with a 50% Deployment buff back on the +20 stat. Across all six, one slot spends 35 Legendary pieces and 150 Valor Crystals on paper for five talents.
Reaching Lvl 100 on the ordinary track takes 73,320 EXP. Reaching Lvl 200 takes 574,370. The second half of the track costs nearly seven times the first half in Bulletproof Fibers alone, on top of everything Empower spends separately.
The milestone table says 35. The real number is 50. Forge Levels 11 through 15 eat Legendary gear on top of the milestone cost, in an amount nobody sees on the Empower screen itself: one piece at Forge 11, two at Forge 12, three at Forge 13, four at Forge 14, five at Forge 15. That is 15 extra pieces, and Forge 15 is mandatory before the final Empower will even fire.
A finished piece at Lvl 200 with Forge 15 carries exactly 2.5 times the attack, defense, and health of the same piece at Lvl 100 with Forge 10, and its power reads roughly 3.6 million against 543,000, about 6.7 times once the flat talent power is added. That gap is real. It is also why treating the 35-piece number as the budget leaves a funded push short by nearly a third.
No, and this is the single most common mistake the system rewards you for making by accident. Before Empower, a Legendary piece is fully recoverable. Enhanced Reforge resets it to Lvl 0 and returns 100% of its EXP as Basic Bulletproof Fibers, 7,332 of them back at Lvl 100. Specialized Reforge resets the Forge Level and returns 50% of the Hardened Steel plus every Legendary piece the Forge consumed. Both are free once per 24 hours, then 100 Diamonds.
After Empower, both buttons are dead, permanently, on that exact piece. It cannot be reforged, and it can never be used as material again for Empower or the Forge. The game warns you exactly once, on the 100-to-101 confirmation, and every milestone after that fires with no prompt at all. The real decision at +1 is not whether to Empower. It is whether you have already chosen the hero, slot, and leader line you intend to run for the rest of the account's life, because no reforge ever undoes that choice again.
Only for Patrol, and that is a narrower case than most funded accounts assume. The Deployment buff, the one that actually moves troop Attack and Defense on the world map, comes entirely from the +20, +60, and +100 milestones. The +20 milestone returns 2.0 points of Deployment buff per Valor Crystal spent. The +60 and +100 milestones return 1.0. The +40 and +80 milestones return exactly zero Deployment buff, spending 80 and 160 crystals across four slots on Patrol-only effects instead.
A full four-slot build at +100 delivers +200% troop Attack and +200% troop Defense to the matching line, which is the actual reason to run this system at all. The Patrol talents on the same finished build only add +30% hero Health and +30% Attack or Defense, and they never reach minions or soldiers in any mode. Spreading crystals across four slots at +20 first, before deepening any single slot toward +40 or +80, buys more of the buff that matters per crystal spent.
Here is the multiplier most serious Chiefs never think to optimize, and it sits underneath every allocation rule in this guide. Getting the Diamond priorities right decides what your spend becomes in the game. Where you buy decides how much spend arrives in the first place.
Most players buy directly in-game at full retail price, which absorbs platform fees and regional pricing overhead that reduce what lands in your account. For one Chief, the gap is manageable. For an alliance where 15 or more members all pay full retail independently, that gap compounds into a meaningful amount of lost queues, VIP points, and wheel sessions across a season.
Packsify routes purchases through official channels in a more efficient way than buying solo. Same packs, same in-game delivery, same official payment rails. The difference is at the system level. Your monthly investment produces more Diamonds, more speedups, and more event capacity without touching your account, your alliance, or how you play.
The Empower milestone screen quotes 35 Legendary pieces per slot, and that number gets repeated everywhere, including in-game. It is incomplete. Forge Levels 11 through 15 consume Legendary gear separately from the milestone cost, one piece at Forge 11, two at 12, three at 13, four at 14, and five at 15, adding 15 pieces nobody tracks until they run short. The real total to fully max one slot from Lvl 100 to Lvl 200 is 50 Legendary pieces plus 150 Valor Crystals. Budget for 50 from the start, not 35, or a push stalls one Forge level short of the final Empower.
Empowering to +1 is close to the worst value move in the whole system if done casually. It grants no talent whatsoever, moves stats by roughly one percent, and permanently destroys a refund that is worth far more than the milestone itself: 7,332 Basic Bulletproof Fibers from Enhanced Reforge, plus 50% of the Hardened Steel and every Legendary piece the Specialized Forge consumed, all recoverable right up until that single button press. Only Empower a piece once you have already committed to its hero, slot, and leader line for good, because nothing after that point ever reforges again.
No, not in any form, and this is permanent. Before the 100-to-101 Empower step, both Enhanced Reforge and Specialized Reforge work normally and return most of what you invested. The moment a piece crosses into Mythic, both buttons go dead forever on that exact piece. It also can never be used as fodder again, for Empower or the Forge. The game shows one warning, on that first confirmation screen, and treats every milestone after that as final with no further prompt at all.
It is worth building, but only with the crystal order in mind, not the milestone order the game defaults you toward. A full four-slot set finished to +100 delivers +200% troop Attack and +200% troop Defense on the matching line, which is a real account-defining spike. The trap is treating +40 and +80 as equal steps on the way there: the game's own math shows the +20 milestone returns 2.0 points of Deployment buff per Valor Crystal spent, +60 and +100 return 1.0, and +40 and +80 return exactly zero, spending 80 and 160 crystals across four slots on Patrol-only effects instead. Prioritize +20 across all four slots before deepening any single slot further.
