For R4s, R5s and state presidents in Police Chief who run Capitol War and state versus state (SvS). Checked October 31, 2026.
Short answer: Treat Capitol War as a planned operation that runs for hours. Name one capital commander, usually the president or the strongest R5, pick rally captains for the center and the cannons, set up a healing team and give smaller players clear jobs. Keep one or two shot callers on Discord, and practise inside your state before SvS.

Confusion loses more Capitol Wars than low power does. Ten alliances with no plan lose to three alliances that know who rallies what. Below is the plan top state leaders use, ending with a checklist you can paste into alliance chat.
It also covers the official updates from September and October that changed how shields and rallies work.
How Capitol War works in practice
One experienced creator puts the capital fight at a six-hour window; check the event page in your state. That is long enough for a strong state to wear itself out if nobody is in charge, and short enough that one missed rally on the center can decide it. The capital center is the main target. The cannons around it matter too, because holding them makes the center easier to take and keep.
Step 1: name one capital commander
Pick one person to own the plan. Usually that is the state president or the strongest R5. The commander decides which alliance attacks what, and when to switch targets. Everyone else follows that call, even when they disagree. Arguments in voice chat during the window cost more than a bad call does.
Step 2: assign rally captains
- Center captains. Your strongest rally leaders. Their only job is the center.
- Cannon captains. One or two strong players per cannon. Try to hold the cannons, not just tap them.
- Backups. Name a second captain for each target in case the first one gets zeroed or goes offline.
Step 3: build a healing team
Wounded troops pile up fast in a six-hour fight. Set up a group whose job is to heal and refill troops, so rally leaders can keep launching. Agree before the war on who spends healing items and when.
Step 4: give smaller players real jobs
Smaller accounts are not useless in Capitol War. Give them jobs: scouting, filling rallies, reinforcing held buildings, or keeping pressure on enemy alliances so their big players have to defend. A small player with a job stays online. A small player with no job logs off.
Step 5: one or two shot callers on Discord
Run the war on Discord voice or a single text channel. Keep the callers to one or two people. Everyone else stays quiet unless they are reporting a threat. Write the plan, the captains and the target list in one pinned message before the window opens.
Step 6: practise before SvS
Run a practice capital fight inside your own state before SvS. You find out who shows up, which captains can time rallies, and how long your healing lasts. Players in the official Discord also report states where the top alliances band together to pressure the rest of the top 25. Know what your neighbours do before you meet them in SvS.
Updates that changed the fight
| Update | What changed | Why leaders care |
|---|---|---|
| 0.1.47 (Sep 20) | Interstate Reassignment Event; scheduled Alliance Announcements can be edited | Players can move between states, and you can fix a planned announcement |
| 0.1.68 (Sep 29) | Reinforcing neutral buildings now turns off your shield; two-second countdown when disbanding a rally; spectate for Alliance Training | Tell members: reinforcing a held building drops their shield |
| 0.1.120 (late Oct) | Neighboring States leaderboard from Day 7 after server launch | You can see how your state ranks against the states you will meet |
For spenders and alliance leaders
- Stock up before the window. Healing items, speed-ups and troops do the most when they are ready before Capitol War starts. Buying mid-fight wastes the first hours.
- Rally leaders need depth. If you lead a center rally, your heroes and gear count most. Our hero tier list shows which Guards hold the front.
- Shields. Reinforcing neutral buildings drops your shield since the September 29 update. Plan who reinforces and who stays shielded.
- Training first. Use Alliance Training and its spectate feature to show new members what a rally looks like before the real war.
- Leaders: our page for alliance leaders explains how Packsify works with alliances.
