Quick answer
Sea of Conquest is pay to grow faster, not pay to win outright. Money speeds up Flagship upgrades and Hymn Conch pulls for top heroes, and some units sit behind VIP, like Magnus at VIP 13. But Showdown o' Gangs rewards fleet order and Gang teamwork, and free players progress through events, Trials and codes.
For players deciding whether to spend in Sea of Conquest, and spenders who want to know where money matters most. Checked October 2026.

Short answer: Sea of Conquest is pay to grow faster, not pay to win outright. Money speeds up Flagship upgrades and Hymn Conch pulls for top heroes, and some units sit behind VIP, like Magnus at VIP 13. But Showdown o' Gangs rewards fleet order and Gang teamwork, and free players progress through events, Trials and codes.

What money buys

WhatEffect
Speed-ups and Flagship packsThe Flagship sets how far your whole fleet can go, so paying speeds up everything
Hymn ConchesPull on time-limited banners with higher rates for specific heroes. Paid packs are the most reliable source (AppGamer)
Growth offersJade Blessings and Growth Fund include Emeralds (GamingonPhone)
VIP levelsSome units sit behind VIP, such as Magnus, a strong Flagship gunner at VIP 13 (AllClash)

So yes: a player who pays reaches a strong fleet sooner and has more choice of heroes. That is real.

What money cannot buy

  • Fleet order. In Showdown o' Gangs, after a team wins a battle, the next team's damage goes up for that match (BlueStacks). The order a leader picks can beat raw Power. Our Showdown o' Gangs guide shows how.
  • Matching heroes to ships. A Flagship should be built to survive, and each damage type has a job. A big account with the wrong setup loses to a smaller one built right (AllClash).
  • Territory rules. Gang territory must connect to the Gang Flag. Badly placed Sentry Towers waste slots no matter how much a Gang spends.
  • Activity. Squad Raid entries, Trials and daily events reward the player who shows up.
  • Parking and routes. A logged-out ship parked near a port can be hit. A sea monster on an auto route can wreck a young ship (Pocket Gamer).

How far free players get

Further than most think, with patience. Free sources include:

  • The free daily recruit from the Sea Soul Mirror.
  • Echo Conches from events, the Gang Market, Cartographers Corner, Treasure of Tides (up to 2 a week) and gift codes (AppGamer).
  • Emeralds from Trials, Grand Odyssey, Squad Raid, Azure Promise, Sea Voyage and first-time recipes.
  • 100 Emeralds for joining your first Gang.
  • Free build time from the Hourglass of Time every 2 hours.

Our Conch guide and codes list show how to stack them.

Where spending matters most

  1. Time-limited hero banners. The newest S tier heroes, like Mamiya on the October 2026 Pocket Gamer list, come from these. Free players can still win, but they choose from fewer heroes.
  2. Flagship speed. Paying shortens the road, not the destination.
  3. VIP unlocks. A few perks only come with VIP. Our VIP guide covers when they are worth it.

Our verdict

Sea of Conquest is pay to grow faster. Money decides how fast you get strong and which heroes you can choose. It does not decide how well you lead a fleet, order a bracket or hold territory. For most players, a small, planned spend on growth offers does more than a big, random spend on bundles.

What a planned spend looks like

Two accounts spend the same amount in a month. The first buys whatever pops up: a resource bundle, half a hero banner, a pass it stops using on day three. The second buys one growth offer, then saves for one hero banner, and uses its speed-ups inside Showdown o' Gangs. By the end of the month, the second account has a finished hero, more Emeralds coming in and event rewards on top. Same money, very different fleet.

That gap is what most "pay to win" complaints miss. The biggest edge goes to players who spend with a plan, not to players who spend the most. Plan the month before it starts, and most of the gap closes.

For spenders and Gang leaders

  • Spend on what skill cannot replace. Heroes from time-limited banners and Flagship speed. Do not pay for basic resources.
  • Spend inside event windows. The same pack gives event points too.
  • Leaders: a Gang with five planned spenders and a smart fleet order beats a Gang with one huge account. Plan the whole roster, and see our Gang leader guide.

FAQ

Can you play Sea of Conquest for free?
⌄
Yes. Free players progress through missions, ship fights, Trials, events like Azure Promise and Sea Voyage, the free daily recruit and gift codes. Progress is slower and needs regular check-ins, and Gang play helps a lot.
What does money buy in Sea of Conquest?
⌄
Mostly speed and choice: Flagship upgrades and speed-ups, Hymn Conches for time-limited hero banners, growth offers with Emeralds, and VIP levels that unlock perks such as Magnus at VIP 13.
Can a free Gang beat a paying Gang in Showdown o' Gangs?
⌄
Sometimes. Each win gives the next team more damage in that match, so fleet order matters a lot. A Gang that orders its fleets well and has varied damage types can beat one with more total Power that plays it badly.
More Sea of Conquest credits for the same budget.
Usually 10 to 30% more credits for the same budget. Same packs, bought for you through the official store. You see your exact price in your currency before you pay.
