Puzzles & Survival Hero Tier List (October 2026): Best Heroes Ranked

For Puzzles & Survival players deciding which heroes get their Antiserum, Combat Manuals and fragments. Checked October 2026.

Short answer: BlueStacks ranks Lady M, Mantis, Phoenix, Fox and Ephraim as the S tier heroes in Puzzles & Survival. Agent X, Meyers, Eve, Samuel and Chia-Hao sit in A tier. Build one strong hero of each colour first, then put most resources into your best 5-star heroes.

Heroes are where most resources go in Puzzles & Survival. A hero you level and later drop is wasted Antiserum. So the tier list matters less than one rule: pick a few heroes and finish them.

Below is the full ranking, what each tier means, where some of these heroes come from, and a build order that works.

Puzzles & Survival hero tier list

This is the BlueStacks tier list from March 2025, the newest full ranking we could find. BlueStacks rates heroes on rarity, skills, synergy and overall use, with damage, healing, crowd control and team fit as the main factors. A 2026 lineup guide we checked still recommends the same names for campaign and arena.

S tier means the strongest heroes with top abilities. A tier is strong but a step below. B tier is usable but has less impact. BlueStacks notes that the strongest heroes are generally 5-star.

Military and Economy heroes

Economy heroes focus on PvE value like production and lower resource costs, per the Pocket Gamer strategy guide. Military heroes give Troop Skills, passive buffs for one troop type. BlueStacks notes that a hero's Troop Skill only works if you send that hero with the march, so always dispatch your heroes on raids.

Economy heroes still fight in the puzzle battles. Lady M and Mantis are S tier for a reason. Just know which job each hero does for your account.

A build order that works

1. One hero of each colour. Purple and yellow counter each other. Green beats blue, blue beats red, red beats green. One good hero per colour lets you counter any enemy (Pocket Gamer).
2. Skip 2-star heroes. Do not feed them Antiserum past the tutorial.
3. Swap in 4-star and 5-star heroes as soon as you get them. Then put most resources there.
4. Finish before you spread. Two finished heroes beat five half-built ones.

Picks by game mode

A tier list ranks heroes overall. In practice you build for the mode you play most.

• Campaign and bosses: damage and support. Meyers and Mars give buffs, per High Ground Gaming. Bring at least one hero in the counter colour to the boss.
• Arena: your highest level, best equipped heroes fight here (Pocket Gamer strategy guide). S tier picks like Lady M, Mantis and Ephraim pay off most.
• Ultimate Challenge: High Ground Gaming says these teams pretty much have to be 5-star heroes.
• Marches and raids: Military heroes add Troop Skills to the troop type they support, so send them with the matching troops.

Why we use a March 2025 list

We found no newer full Puzzles & Survival ranking from a major guide site. We checked 2026 lineup advice, and it still recommends the same heroes. When a newer full list appears, we will update this page and the date line above.

For spenders and alliance leaders

• Pick the hero, then the pack. Decide which S or A tier hero you are building before you buy recruits or fragments.
• Time it with Hero Upgrade. The Hero Upgrade event gives points for hero fragments, so saved recruit coins and Hero Choice cards score there (AppGamer).
• Leaders: ask your top members which colours they are building. An alliance with all five colours covered does better in boss fights like Alliance Trial.
