Short answer: Patch v1.27.200 (October 28, 2026) added the Fleet Base, which raises troop Lethality and Health, and a new warship type, the Destroyer. FHS First Light's module stats and skills work whether or not it is deployed, including solo marches, garrisons and rallies. MonkeyKingRambo estimates about $7,867 to max it through bundles.

The October 28 patch changed the air side of State of Survival more than any update this year. There is a new Fleet Base in the Hangar, a new warship type and a new top-end piece, FHS First Light, that creators are already calling an $8,000 item.
Here is what the official notes say, what one creator worked out on cost, and how to think about it before you spend.
What patch v1.27.200 added
- Fleet Base: a new tab in the Hangar. Upgrading the Fleet Base Dock raises Power and Synergy stats. It shows all your Aircraft, Carrier and Destroyer in one place, and you tap any of them to reach its upgrade screen.
- Destroyer: the Carrier tab is now called Warships, with Carrier and Destroyer sub-tabs. The Destroyer uses the same upgrade system as the Carrier: component upgrades, star upgrades and breakthroughs, and skill upgrades.
- Other changes: Raid x10 in Explorer Trail and Hero Story, better alliance recommendations, skin crate previews with upgrade progress, a roster history tab for Reservoir Raid and King of the Hill, and a fix for a Power display mismatch between solo and rally marches.
How the Fleet Base works
The official explainer from October 30 says upgrading the Fleet Base raises your troops' Lethality and Health. At certain levels you also get:

Fleet Base military stats come from three places: Fleet Base upgrades, Squadron stats, and Aircraft stationed at the Fleet Base but not in a Squadron. Each Aircraft only counts once, even if it is in both.
How FHS First Light works
- Its module stats count toward the Fleet Base and stay active whether or not it is deployed.
- Its skills work as soon as they unlock, also whether or not it is deployed: marching alone, garrisoning, launching a rally or as garrison commander.
- In individual battles it can be the main Aircraft. In rallies it can join as an Aircraft.
- If a rally has several FHS First Lights, only the skills of the one with the highest Power apply.
That settles the debate in creator videos about whether First Light is "rally only". By the official rules it is not. Creators also label it a Carrier or a Destroyer in their titles, while the official explainer talks about deploying it as an Aircraft. Go by what your Hangar shows.

Bundle offers differ by account and change over time, so your number can be lower or higher.
For spenders and alliance leaders
- Fleet Base first, First Light second. The Fleet Base raises Lethality and Health for your troops. It is the base layer. Push it before a single top-end piece.
- Not every rally joiner needs First Light. Only the highest Power First Light in a rally applies its skills. For an alliance, one strong First Light on the rally lead does the job.
- Stage your spend. At about $7,867 by one estimate, nobody should buy this in a week. Buy the stages you can finish, and check our best bundles guide and VIP guide before you start.
- Leaders: decide who carries it. Agree which rally leads build First Light, so the alliance does not stack copies that do nothing together.
- Leaders: check the new roster tab. It shows who was in Reservoir Raid and King of the Hill lineups, useful when you plan who gets alliance support first.
