For Sea of Conquest spenders and Gang leaders who want every dollar to land in their fleet, not in the bin. Checked October 2026.
Short answer: The best Sea of Conquest packs are the ones that pay back all season: growth offers with Emeralds like Growth Fund, Hymn Conch packs for one planned hero, and Flagship speed-up packs bought inside an event window. Skip packs full of basic resources. Plan by budget, and buy before the window opens.

Sea of Conquest has more offers than any player can buy. The difference between a strong account and a stuck one at the same spend is order and timing. Below is how to rank pack types, what to skip, and a plan by budget.
How to judge any pack in 30 seconds
- Does it pay back over time? Offers that pay daily or across the season beat one-time bundles.
- Does it hit your bottleneck? Shards for the hero you are pushing, Flagship materials, or Hymn Conches for a planned banner. If not, skip it.
- Is it inside a scoring window? The same pack bought during Showdown o' Gangs or a spend event gives event points too.
- Take out the filler. Wood, Iron and common items come from normal play. Value a pack only on what you cannot get easily.
Pack types ranked
| Rank | Pack type | Why | When to buy |
|---|---|---|---|
| 1 | Growth offers with Emeralds (Growth Fund, Jade Blessings) | Include Emeralds, the premium currency for speed-ups, hero upgrades and ship materials | Early in the account or season |
| 2 | Hymn Conch packs | Paid packs are the most reliable Hymn Conch source for time-limited hero banners | Only while your target hero is live |
| 3 | Flagship and speed-up packs | The Flagship sets the ceiling for the whole fleet | Inside an event window where they also score |
| 4 | Event passes | Pay across the event if you play daily | Day one of the event, only if you will play every day |
| 5 | Event bundles | Often one good item plus filler | Buy one or two for the key item, not the full stack |
| Skip | Basic resource packs | Normal play covers them | Rarely |

What to know before you buy hero packs
Hymn Conches pull on time-limited banners with higher rates for specific heroes, usually Season heroes (AppGamer). That makes them the most expensive decision in the game. Before you buy:
- Is the featured hero your next priority, or just strong?
- Can you reach the star rank where the kit pays off inside the window?
- Does it take budget from a core you have not finished?
If any answer is wrong, skip the banner. The current S tier includes Mamiya, Kalomira, Mari Itxaso and Long John Silver on the October 2026 Pocket Gamer list. Our hero tier list and Conch guide cover the rest.
VIP: let it follow your spend
Every store purchase adds VIP points. Some levels unlock real value, such as Magnus, a strong Flagship gunner only available at VIP 13 (AllClash). If you are one or two purchases from a useful level, time them. Otherwise, buy for heroes and Flagship and let VIP follow. Full detail in our VIP guide.
A spending plan by monthly budget
| Monthly budget | Priority | Plan |
|---|---|---|
| Up to 100 USD | Growth | Growth offers first. Save the rest for one banner every few months. No event bundles |
| 100 to 1,000 USD | One target a month | Growth offers, then one hero or one Flagship push per month. Buy inside event windows |
| 1,000 USD and up | Fleet and Gang | Finish one damage core, then a second type the Gang lacks. Hold a share for Showdown o' Gangs. Push to the next useful VIP unlock |
These are planning bands, not game rules. The split matters more than the total.
For spenders and Gang leaders
- Buy before the window. Load your budget before a banner or Showdown opens, so you decide on pulls, not payments.
- Never buy to beat a timer. Offers come back in new forms. A missed bundle never ends an account.
- Use the free side first. Redeem the codes in our codes list and clear Treasure of Tides every week for free Echo Conches.
- Leaders: map who spends and on what. Point top spenders to the damage types the Gang lacks, so packs build Gang strength, not five copies of one fleet.
