The first skill, Explosive Bullet, is the second priority for Katrina — and this is a specific difference from pure infrastructure heroes. Because Katrina stays in your active combat formation, her primary damage skill needs to be leveled to keep her formation-viable. Enhancement works by reaching level 20 before promoting. This is not optional sequencing — promotion is locked until level 20, and moving Power Cores into an un-enhanced piece is waste.
