Short answer: LastFortGuide has two lists (updated Sep 13 2026, version 26.0901.001). Ranked by combat power, Heytex, Ricardo, Elaine, Buri, Casino and Victoria are S tier. Ranked by early usefulness, Kelly, Lunn, Rebecca, Alisa and Jessie are S. Pick one faction, aim for a four or five hero bonus and finish a few heroes before adding more.

LastFortGuide is an unofficial fan guide. Its pages show "last updated 13.09.2026" for game version 26.0901.001. No official tier list exists, so we show both of its lists and where they disagree.
Factions and counters
Combat heroes belong to a faction. The counter loop is simple (LastFortGuide):
- Minutemen beat Vindicators.
- Vindicators beat Wildlings.
- Wildlings beat Watchers.
- Watchers beat Minutemen.
The winner deals 20 percent more damage. Three heroes of one faction give +10% stats and five give +20%. Spacetime Travelers, Lawbringers (Palmer) and Wreakers (Soros) sit outside the loop. The guide leaves Palmer and Soros out of its advice and calls them pay-to-win.

The lists disagree on purpose. Kelly is S in list 1 and B in list 2. Lunn and Rebecca are B and C in the second. List 1 asks who helps you early. List 2 asks who wins late fights. The guide says heroes not in list 2 are not worth considering for a battle lineup.
Current lineups: Casino and Victoria
LastFortGuide lists two current lineups (lineups page):
- Casino lineup: Casino, Heytex, Buccaneer and Chu. Optional: Ricardo, Enrique, Mira or Benson. Casino must stand in front to fire at the end of round two. The guide gives gear for each hero and says to send the highest LUK hero first.
- Victoria lineup (counters Buri): Victoria, Eva, Heytex, Harman and Buri.
Both need several finished heroes. A half-built Casino lineup loses to a finished lineup of lower-tier heroes.
How to pick who to build
- Choose a faction you can fill. A four or five hero bonus beats a scattered roster.
- Finish tanks and the main damage dealer first. The guide puts tanks in slots 1 and 2.
- Check the season. The lineup examples change by season (S0 to S6). Use the one that matches your server.
- Do not feed elite hero shards to other heroes. Recycle them or use them on the same hero (LastFortGuide tips).

The directory tiers differ from both lists above in places. Treat all three as inputs, and note that the roles tell you how to fill a lineup: tanks in front, damage and support behind.
For spenders and alliance leaders
- Decide the lineup before you buy recruitment. The guide says to spend recruitment tokens and faction tickets in batches of 10, so plan the batch around the hero you want.
- Do not buy toward a hero outside your faction plan. A strong hero in the wrong faction breaks your bonus.
- Time recruitment with the Alliance Duel. Thursday scores recruitment, so save the batch. See the Alliance Duel guide.
- Leaders: post the faction counter loop in your alliance chat. In a war, one faction mismatch costs more than a power gap. Share the beginner guide with new members.
