Government positions in Last Z: Survival Shooter are one of the most underused free buff sources in the game. They cost nothing to hold, they stack on top of every other research and hero buff your account already runs, and most players on any given server have never requested one.

The system is tied to Capital Clash. The alliance that wins Capital Clash gains the authority to assign government positions to players across the server. Those positions carry buffs in three categories: attack, construction speed, and resources. You do not need to be in the winning alliance to receive one. You need to meet the requirements and know how to ask.

What are Last Z government positions and how do they work?

Government positions are title assignments that grant passive stat buffs to individual players. The positions are assigned by the server’s ruling alliance, specifically the President and Vice President appointed after Capital Clash, and can be held by any player on the server who meets the base requirements.

There are three buff categories across the available positions: attack buffs (which apply to troop combat performance), construction speed buffs (which reduce building and upgrade timers), and resource buffs (which increase base production output).

Each position grants a specific buff from one of these categories. Holding a position does not prevent you from also benefiting from the President’s server-wide buffs, which apply automatically to all players when the President activates them.

How government positions are assigned in Last Z

The Capital Clash event is the mechanism that determines who holds server authority. When a server wins Capital Clash, the winning alliance’s R5 becomes the President and appoints a Vice President. Together, they assign government positions across the server’s player base.

The positions are not allocated only to the winning alliance. This is the part most players outside the top alliance miss. Any player on the server who meets the minimum requirements, primarily a minimum HQ level, can be assigned a position. The President and Vice President manage a queue of requests and assign positions based on that queue.

To request a government position in Last Z, navigate to the server’s government interface, which is accessible through your profile or the Capitol building depending on your current season progression. From there, submit a request for the position type that aligns with your current account priority. Players who do not submit a request are not considered for assignment regardless of their account level.

Which Last Z government position to request

The correct position depends entirely on what your account is currently bottlenecked on. The three buff categories map directly to the three most common bottlenecks in a serious account.

If your current bottleneck is build time (HQ upgrades, building prerequisites, or camp levels gating your next unlock), a construction speed position is the highest-return request. Construction speed buffs from government positions stack on top of Sophia’s passive and alliance tech tree construction bonuses, which means the marginal return is highest when your other construction speed sources are already developed.

If your current bottleneck is combat performance in kill events, Alliance Duel, or SvS preparations, an attack position is the correct request. Attack buffs from government positions apply to troop combat and compound with hero formation bonuses.

If your account is past the early construction and combat development phases and resource production is the relevant variable, a resource position provides passive daily income increases that compound over weeks.

For accounts in the first two seasons of active spending, construction speed is almost always the highest-return request. The compounding effect of faster build times on HQ progression, research unlock timing, and hero level cap gates is larger than the direct combat return from an attack buff at that account stage. After the construction foundation is established, HQ at or above level 25 with all core buildings at appropriate levels, the attack position becomes the priority request.

The R5 perspective: coordinating government positions across your roster

For alliance leaders, government positions are a roster management tool, not just a personal buff source. A server where the top alliance coordinates position assignments intelligently produces a stronger collective roster than a server where positions go to the loudest requests.

The correct approach is to communicate the position type that the alliance collectively needs most during the current phase of server development. Early in a server’s life, construction speed positions distributed across R4s and R5s accelerate the entire alliance’s build pace. Mid-server, shifting allocation toward attack positions compounds the collective combat advantage that those accounts bring to Alliance Duel and SvS coordination.

Accounts that are not in the winning alliance but want a government position should communicate directly with the server’s President or Vice President through coord chat or Discord, identify which position type they are requesting, and explain their account’s current development stage. Requests with clear rationale are assigned more reliably than anonymous queue entries. On competitive servers, the queue fills quickly after Capital Clash. Submit a request within the first hour of the new President’s term.
