The generic answer is Tyron first, Phoenix second, Inata third. That is correct. The useful answer is why this sequence produces more competitive output than alternatives, what each hero contributes at each specific development stage, and the exact point where splitting shards between two heroes becomes better than continuing to concentrate on one.
This guide is not a tier list. It is a shard allocation decision framework for wardens who already know all three heroes are worth building and want to extract maximum competitive value from their monthly budget.
Three reasons, in order of weight:
Tyron produces the most output per shard invested. His damage scaling is the steepest in the game. The difference between Tyron at 1-star and Tyron at 3-star is more visible in actual combat than the equivalent investment difference on Phoenix or Inata. Every shard into Tyron produces a larger observable power jump than the same shard into Phoenix, which produces a larger jump than the same shard into Inata.
Tyron's active skill unlocks fastest. His primary damage skill activates at the first meaningful development milestone. At mid development (3 to 4 stars): Phoenix's formation contributions become meaningful across every mode simultaneously. Gorilla events, alliance war rallies, and plunder offense all produce better results from the same Tyron with a developed Phoenix than from Tyron alone at higher star levels.
At competitive development (5+ stars): Phoenix is the flex multiplier. Her kit adapts to what the squad needs in any engagement. This is where the Tyron + Phoenix core becomes the foundation that Jasser, Inata, and Barry build around rather than the other way.
When to start splitting shards toward Phoenix: once Tyron's first active damage skill is fully leveled. Not before. Splitting before this milestone delays Tyron's competitive activation without meaningfully accelerating Phoenix's contribution.
Inata is third not because she is less valuable long-term but because her kit requires more investment before it reaches competitive output. Specifically: Inata's effectiveness scales with her HP stat. At low HP investment she is underpowered relative to Tyron and Phoenix at equivalent star levels. At full HP investment she is a frontline cornerstone that makes the whole squad more durable.
The practical implication: shards invested in Inata at star 1 to 2 produce less visible impact than the same shards in Tyron or Phoenix because her HP investment is not yet complete. She needs the combination of shard development AND stat investment to reach her ceiling. Building her early without the stat investment produces a hero who looks developed but performs below expectation.
At competitive development with HP investment complete: Inata becomes irreplaceable. She is the reason Tyron and Phoenix stay alive long enough to output damage through sustained engagements. An alliance war rally formation where Inata is at full development holds territory significantly longer than the same formation with Tyron and Phoenix maxed but Inata half-built.
When to start splitting shards toward Inata: once Phoenix's early skill set is established. The correct sequence in practice: Tyron to active skill threshold, Phoenix to early development, then begin Inata investment in parallel with Phoenix continuation.
Week 1 to 4: Tyron shards exclusively until his first active damage skill is fully leveled. Do not split.
Week 5 to 10: Begin Phoenix shards. Ratio: 60% Tyron, 40% Phoenix. Tyron continues building toward his formation-wide passive. Phoenix builds toward her early contribution threshold.
Week 10 to 16: Begin Inata shards. Ratio: 40% Tyron, 35% Phoenix, 25% Inata. Simultaneously begin Inata's HP stat investment. At this stage, all three are in active development but Tyron remains the primary recipient until his passive is live.
After Tyron's passive is live: rebalance to 30% Tyron, 40% Phoenix, 30% Inata. The passive is multiplying Phoenix's output, so continuing to build Phoenix accelerates the return on shards already invested in Tyron. Inata's HP investment should be approaching completion around this window.
After Phoenix reaches competitive development: 25% Tyron, 25% Phoenix, 50% Inata. At this point the core duo is established and Inata's development becomes the bottleneck for squad performance in sustained engagements.
Jasser and Barry enter the shard consideration once the Tyron, Phoenix, and Inata core is established at competitive development levels. The hero tier list covers their full priority relative to the core three.
The short version: do not split shards toward Jasser or Barry while any of the core three are below competitive development. Jasser in the fourth slot behind a half-built Tyron produces less total output than a fully built Tyron with a well-developed Epic in the fourth slot. Complete the core before expanding.

A half-built core with developed Jasser and Barry produces worse outcomes than a completed core with Epic fillers in those slots.
The order does not change. Tyron first, Phoenix second, Inata third, regardless of spending level. What changes is the pace.
