DC Dark Legion Tier List: Best Heroes and Villains to Build Your Squad Around

DC: Dark Legion brings together heroes, villains, idle strategy, and light gacha in a surprisingly balanced way.

It doesn’t lean too heavily into monetization, and for the most part, F2P players can genuinely build strong teams without feeling hard-stuck.

That said, some characters clearly outshine the rest when it comes to raw power, synergy, and long-term value.

We put together this full DC: Dark Legion tier list to help you figure out which heroes are worth investing your time (and maybe a few World Anvils) into, whether you're building a F2P roster or hunting for upgrades.

How Hero Tiers Work in DC: Dark Legion (And Why They Actually Matter)

Not every hero in DC: Dark Legion is created equal. Some dominate every mode they touch (Campaign, Checkmate, Meta Brawl), while others struggle to stay relevant, even with upgrades.

That’s why we’ve built this tier system: to help you understand which heroes are worth your Stimulators, shards, and Anvils, and which ones are better off on the bench.

Here’s a quick breakdown of how we rank each hero:

S+ Tier (Game-Changers)

These are the top-tier heroes that can carry you through just about anything. Whether it’s damage, crowd control, tankiness, or team buffs, they bring it all. If you land one of these, they should be the foundation of your squad.

S Tier (Reliable Powerhouses)

Strong picks for almost any situation. These heroes might not break the game, but they’re consistent, easy to build around, and perform well in most lineups. A great fallback if you don’t have S+ units yet.

A Tier (Good, But Needs Support)

These heroes can still be very effective, but they often need specific teammates or more investment to reach their potential. Think of them as solid building blocks, especially in the early to mid-game.

B Tier (Early Game Helpers or Niche)

These are fine for getting started, filling gaps, or helping with specific modes. But long-term? You’ll want to replace them. Use them while you build toward better options.

C Tier (Outclassed or Collector-Only)

These heroes just don’t hold up. Some might have fun mechanics or cool animations, but they lack the stats or synergy to justify serious investment. Best left un-upgraded unless you're collecting for fun.

Who Should You Invest In First?

Let’s say you’re just starting out. You’ll get Green Arrow, Mera, and Wonder Woman early, and that’s great. These three are some of the best free-to-play heroes in the game, with healing, damage, and tanking roles covered.

You’ll also get Harley Quinn from the sign-in event, which gives you a strong utility hero right away. Build around this squad while you climb, and if you pull a top-tier like Superman or Joker, pivot fast. They’re game-changers.

Now let’s break it all down. Below, we’ll walk through each tier, highlight key picks, and explain what makes them shine (or fall flat).

DC: Dark Legion Tier List: Best Heroes and Villains for Every Mode

We’ve played through the early-game grind, the late-game resource walls, and everything in between…

Whether you're F2P or spending a little on bundles, knowing who’s actually worth your Stimulators, World Anvils, and shards is the key to building a stronger team.

S+ Tier Heroes: The Best of the Best

These are the heroes that define DC: Dark Legion’s current meta. If you pull any of them, consider yourself lucky, and build around them.

Whether it’s PvE, PvP, or event content like Meta Brawl or Supreme Commander, these units bring everything to the table: damage, survivability, synergy, and high-end potential.

They don’t just hold their own, they define the meta.

1. Superman – The All-Around Powerhouse

Superman is more than just a tank, he’s the entire front line. He’s durable, deals great melee damage, and has an Ultimate that freezes enemies in place, locking down waves and PvP enemies alike.

But what really makes him shine is his synergy with Superman Family units. Drop a few more members of his tag group in your team, and he gains bonus ATK just for existing alongside them.

He’s one of the few characters in the game that can carry almost any comp on his back. If you’re lucky enough to summon him, prioritize upgrades immediately. He scales well and stays relevant across every mode.

2. The Joker – Chaos With Control

Joker thrives in disruption. He’s not your top DPS, but that’s not the point: he disables enemies, throws off their formations, and messes with synergy setups. This makes him excellent for PvP, where stalling or breaking up meta comps can be the difference between a win or a loss.

He also slots easily into a variety of builds. Whether you're pairing him with other villains, control-heavy setups, or just want a flex pick that brings chaos, Joker delivers. Smart players use him to snipe threats before they even become a problem.

3. Sinestro – High-Risk, High-Reward DPS

Sinestro brings raw firepower. He’s not the tankiest hero out there, but if you can protect him, he will melt the enemy front line. Great for players who like a “glass cannon” style character that rewards positioning and timing.

Pair Sinestro with crowd control allies (like Joker or Hawkgirl) to give him space to work. If he gets a few clean cycles off, most teams won’t recover.

S Tier Heroes: Powerful, Flexible, and Easy to Build Around

These S-tier heroes might not be quite as dominant as the top three, but they’re still top-tier performers. They offer strong utility, reliable performance across multiple modes, and are usually more accessible to upgrade, making them great options for core team roles.

1. Wonder Woman – The Stun-Slinging Shield Maiden

Wonder Woman is a classic tank-support hybrid who shines in both PvE and PvP. Her Ultimate hits enemies in a cone and stuns them, while her passive abilities make her extremely tanky. She can also shield allies, turning the tide of battle when used correctly.

What makes her stand out even more is how early you get her. As one of the first Legendary heroes you unlock, she’s easy to star up, and her low investment cost makes her ideal for F2P players who want consistency across the board.

2. Mera – Best-in-Class Healer

Mera is arguably the best healer in DC Dark Legion. Her AoE healing from her Ultimate and passive healing-over-time from her abilities make her essential in sustained fights and boss-style events.

She helps squishier teams stay alive long enough to deal damage, and if you’re F2P, she’s one of your best tools for getting through harder campaign stages.

Even in PvP, Mera’s healing can shift a battle in your favor. Pair her with frontliners like Wonder Woman or Superman to keep your team stabilized from start to finish.

3. Green Arrow – F2P-Friendly DPS That Scales

Green Arrow is your go-to early-game carry. He deals both AoE and single-target damage, has decent speed, and can be easily upgraded from the moment you unlock him. His versatility and accessibility make him a reliable part of almost any team.

While he doesn’t quite hit the ceiling of Sinestro or Arsenal, he doesn’t need to, he’s far easier to build around, and with proper support, he can deal serious damage throughout the midgame.

A Tier Heroes: Strong Support Picks with Long-Term Potential

A-tier heroes can absolutely earn a place in your lineup, they just need the right setup. Some scale better with specific team comps or tags, others shine when heavily invested in.

While they might not dominate on their own, they’re reliable contributors when built thoughtfully.

1. Batman – Balanced Tank with Starter Pack Value

Batman is like Superman’s more affordable cousin: tanky, dependable, and surprisingly versatile. If you pick up the starter pack, you’ll unlock him early, and he can slot into most beginner teams as your frontline bruiser.

His damage output isn’t game-breaking, but his control and durability give your backline the breathing room they need to win. If you’re spending a little, he’s a very safe investment.

2. Harley Quinn – Disruptive Utility Hero

Harley Quinn comes free from the sign-in rewards, and she’s more than just a throwaway unit. With her mix of AoE damage and crowd control, she’s excellent in early PvP, and her skills help break up clustered enemy formations.

She doesn’t scale as well as top-tier DPS heroes, but she’s fun to use and surprisingly effective in modes like Meta Brawl. Great value for zero cost.

3. Doctor Fate – Tanky Support That Grows With You

Doctor Fate flies under the radar, but he’s one of the better support tanks when leveled. He can soak up damage, shield allies, and apply helpful effects to keep your squad alive longer.

He’s not flashy, but if you pull enough shards or want a hero that fits into multiple roles, he’s a great project to work on. Ideal for players who like building durable, support-heavy teams.

B Tier Heroes: Decent Early Options with Limited Longevity

These B-tier heroes are totally serviceable during your first few days of play. They can hold their own in early PvE and help fill out tag requirements, but they often fall behind once your main squad is established.

Use them while you build better options, but don’t sink too many Stimulators or shards into them unless you have a specific plan.

1. Red Hood – Decent Starter DPS

Red Hood offers okay single-target damage and fits nicely into early-game comps where you need a damage dealer fast. He’s not flashy, but he can help you push campaign stages or complete daily missions while you wait for a stronger pull.

His main drawback is that he doesn’t scale particularly well. Once you unlock stronger heroes like Green Arrow or Sinestro, he becomes more of a temporary solution than a core team member.

2. Robin – Fragile Assassin with Burst Potential

Robin has solid burst damage potential, especially when used against squishier enemy backlines. In the early game, he can feel satisfying to use thanks to his quick animations and mobility.

But he’s also fragile and in team modes like Meta Brawl, he tends to get deleted quickly by AoE damage. He works in very specific setups, but don’t count on him in tougher PvE or PvP content.

3. Cyborg – Niche Utility with Tag Value

Cyborg has a decent stat line and a few support mechanics that give him a role in tag-based builds. If you’re chasing synergy or trying to complete a tech-heavy squad, he might be worth keeping around.

That said, his abilities are fairly underwhelming without serious investment. He’s fine in a pinch but rarely a game-changer.

C Tier Heroes: Outclassed Picks With Limited Upside

C-tier heroes might have interesting designs or fun animations, but when it comes to performance, they just don’t hold up.

Most struggle with weak stats, underwhelming skills, or poor synergy. If you're using them early on, that’s fine but don’t sink resources into these unless you absolutely have to.

1. Black Canary – Low Impact Utility

Black Canary looks cool on paper but lacks the punch needed in both PvE and PvP. Her abilities don’t scale well, and her utility is limited compared to other control or support units. You might slot her in early, but she’s one of the first heroes to replace once you get a better option.

2. The Flash – Fast but Fragile

The Flash brings speed and a bit of flair, but unfortunately not much else. His damage is low, his survivability is worse, and his team impact is minimal unless heavily upgraded. He’s outclassed by almost every other support or DPS hero in the game.

3. Captain Cold – Too Niche to Matter

Captain Cold offers minor crowd control but is painfully slow and underwhelming overall. His debuffs are weak, and his damage falls flat outside of very specific scenarios. Use him early if you have to, then move on.

DC: Dark Legion Best Team Formation & Hero Combos

Having top-tier heroes is great, but building a well-rounded squad is where real progress begins. Even the strongest individual units can underperform if they’re dropped into the wrong lineup without synergy or role balance.

In DC: Dark Legion, your team composition directly affects how far you get in Campaign, how competitive you are in Checkmate or Meta Brawl, and how well you survive tougher event content.

Here’s what to keep in mind when building the best team formation for your goals:

• Balance is everything. Aim for one sturdy frontline (like a tank or control unit), two solid damage dealers, and at least one healer or support. This keeps your team durable while still packing a punch.

• Synergy wins fights. Pay attention to hero tags like Superman Family, Metahuman, or Justice League as stacking 2–3 heroes from the same faction often unlocks passive bonuses that can tip the balance in your favor.

Skills that complement each other, like Mera’s healing with Superman’s frontline freeze, also go a long way.

• Match your team to the mode. Some heroes (like Sinestro) thrive in burst-heavy PvE stages, while others (like Joker) shine in PvP due to their disruptive control. Adjust your squad depending on whether you're grinding campaign, climbing Meta Brawl, or prepping for a big boss event.

• Rebuild as you grow. Don’t stick with your day-one team forever. As you unlock new units and power them up, reevaluate your formation. Reset underperformers, drop in new heroes with better synergy, and always test new combinations as the meta evolves.

Need a place to start?

A classic early-game comp might include Superman (tank), Green Arrow (DPS), Mera (healer), Harley Quinn (control), and one flex pick like Wonder Woman or Doctor Fate to round out defense or support.
