Short answer: The best Dark War Survival packs to buy first are the permanent second construction queue (about 3 USD), the first top-up pack with Guy (about 1 USD), the Hero Code pack and the Growth Pass. After that, buy for one goal at a time: VIP 6, then hero event windows. Skip resource-only packs.

Dark War Survival sells a lot of packs. Some change your account for good. Some give one day of resources. This guide sorts pack types by how long they pay back, then gives a simple plan for each budget.
We do not list pack prices or contents beyond what is public, because they change by country and by week. Check your own store for the exact numbers.
The first buys that pay back longest

Pocket Gamer names the queue, the Hero Code pack and the Growth Pass as the three best first buys (Pocket Gamer guide). The queue gives value right away. The other two are long-term buys. It also notes that without the first hero pack you probably will not get a Legendary hero early.
Pack types ranked by payback
- Permanent unlocks. The second construction queue and anything else that stays on the account. Highest payback, lowest price.
- Passes that pay daily or by milestone. Growth Pass and similar passes. Good value if you log in every day. Weak if you miss days.
- Packs with VIP points. VIP buffs are permanent and account-wide. When two packs are close, take the one with VIP points. See the VIP guide.
- Hero packs and event bundles. Worth it only for a hero in your chosen faction, and best bought inside the event window.
- Resource packs. The App Store top sellers are Resource Hot Sale packs from 0.99 to 99.99 USD (App Store). They sell well, but resources come free from Adventure, gathering and events. Buy them only to finish a key upgrade on a scoring day.
A spend plan by budget
This is our own planning advice, not a rule from the game.
Under 20 USD a month
- First top-up pack for Guy, then the permanent queue.
- Growth Pass if you log in daily.
- Everything else from free rewards and the weekly shop.
20 to 100 USD a month
- All of the above, plus the Hero Code pack.
- Packs with VIP points until VIP 6, for the second research queue.
- One hero event per month, for a hero in your faction.
100 USD a month and up
- VIP 6, then VIP 8, 10 and 12 in order. See how much VIP 12 costs.
- Fund full hero event windows (Lucky Chest, Goodie Bazaar) for your core heroes.
- Keep a balance ready for Alliance Duel weeks so you never buy in a panic.
When to buy
Buy before the event, not during it. Hero events and Alliance Duel reward having your balance ready on day one. A pack bought on the last day of an event gives you less than the same pack bought on day one.
How to judge any pack
New packs show up all the time. Ask three questions before you buy:
- Does it stay? Permanent unlocks and VIP points keep paying. Resources and speed-ups are gone once used.
- Does it fit my goal? Hero shards for a hero outside your faction are worth little, even in a big pack.
- Is this the right week? The same pack inside a scoring event gives you the items plus event points.
If a pack fails two of the three, skip it. There will be another one next week.
For spenders and alliance leaders
- One goal per month. Pick one hero or one VIP level and fund it fully. Half-funded goals waste the most money.
- Check value before you buy. Compare the pack to what the same Rubies buy in the shop. Our skill book cost guide shows how.
